Minutes of Meeting of Executive Council held on 4th April, 1895.

Considerte the following charges against Donald Gregor Cumming,

Wardmaster of the Lunatic Asylum:-

(1) That on the 5th March 1895 he was under the influence

of drink whilst on duty at the Lunatic Asylum.

(2) That on the above date he disobeyed orders by going

into the Female Ward when there was no case of emergency requiring

his presence there.

(3) that on the above date between the hours of 5. 30 p. 0.

and 5. 30 p. m. whilst under the influence of liquor he indecently

assaulted a female inmate of the Asylum named Li Sze Mui, and attempted

to have connection with her.

(4) That he has transgressed the Order made by the Colonial

Surgeon on the 11th October last by taking Alcoholic liquors into

the Asylum in contravention of that order.

(5) That in spite of frequent warnings he has rendered himself

unfit for his post by chronic alcoholism.

The requirements of articles 84 and 85 of the

Colonial Regulations having been complied with Wardmaster Cumming

appeared to defend himself orally.
